Before sometime between Season 4 and 5, Dawn was basically a ball of glowy energy (possibly green), but she was made human and inserted into Sunnydale and the world in general. Very successfully, it turns out, because while we viewers have Season 1, 2, 3 and 4 to know what life was like without Dawn, as far as every character in Buffy is concerned, they can't remember what life B.D. was like. Which makes a point about the Buffyverse mythology; human memories are fairly fluid, and it's comparatively easy to completely reconstruct them, as in episodes such as 'Halloween'.

In Season 5, then, Dawn is like the uber-teen: an adolescent with not just the usual problems, but with great big metaphors for them. Dawn doesn't only feel like she doesn't exist, that her family are talking about her behind her back, or that adults have secrets from her; these things are happening for real. But Dawn herself is real, and is Buffy's sister, as she was constructed from Buffy's genetic material. So Buffy and Dawn are linked on a metaphysical, as well as physical level; in the eyes of the universe, they're the same person, because the end of Buffy's life stood in place of the end of Dawn's in 'The Gift'. Which means that, speculatively speaking, she might possess whatever Slayer powers Buffy does even if, so far, she doesn't show them. But, then again, Dawn is clearly not simply Buffy's 'clone'. So her future probably doesn't lie in becoming Dawn the Vampire Slayer. But stranger things have happened.
