Looks like James Marsters blabbed a bit on an Australian TV show called "Rove Live". He said that he had been approached by Joss Whedon to at least one of four TV movies set in the Buffyverse.

Everything else is speculation, although I did hear that Joss was seen approaching a camel about a possible spin-off series, so his mind may be a little off right now.
