How exactly does one turn Dawn into a hero? Score never had to answer that question--they only ever came out with a companion card for Dawn as part of their virtual cards section. But with Season 8, Dawn begins coming into her own and more officially participating in Scooby meetings and the like, and likewise in the game should one have to opportunity to rule as Dawn, if you so choose. The easy way out? Give her more items to beef her up. The ability to lower the Weirdness requirement of a challenge is directly related to Dawn's Key powers, such as displayed in Win, Lose or Draw when she helped in transporting the good guys to the fight.
