An organization founded by Joyce Summers (under the influence of a demon) in "Gingerbread." With the support of Mayor Wilkins and the assistance of Willow's mother, Sheila Rosenberg, MOO instigates a literal witch hunt at Sunnydale High School and eventually tries to burn Buffy, Willow, and Amy Madison at the stake for their involvement in the occult.
