I agree that the switch is probably intentional. In Graduation Day, Part I, Willow says to the machine in an affectionate tone (because she’s already nostalgic for the school that she’s about to graduate from): “Old trusty soda machine. I push you for root beer, you give me Coke.”

i think that this was meant to happen, showing how the school was too lazy to get the right soda or change the buttons.
