California has a 10 waiting period to buy a gun, but there is a state ordinance that says that anyone who lives within 10 miles of a hellmouth can buy guns on demand.

Plus, we do know that there is a weaponry store in Sunnydale from that season three episode, Bad Girls I think, when Faith and Buffy steal a whole bunch of archery stuff and guns.
