It’s not a rumor. If you look at the special features interview associated with the episode on DVD, Joss says this very thing.

Honestly, I didn’t feel like David’s performance here was so great. Don’t get me wrong, it wasn’t bad at all, in fact it was really good! I just think there have been times he has done even more spectacular performances (the end of Becoming Part 2 for instance).

There is also a moment in Season 3’s Bad Girls where Angel walks in and says “His name is Angel.” that when other producers thought he could pull off his own show.

Well, yes but those episodes you guys mentioned were episodes later on in the series, so he probably realised for the FIRST time that David could pull of a spin-off in I Only Have Eyes For You.
