There are quite a few instances in the series (and other shows on tv) where vehicles don’t slow down when they’re about to hit someone. I think you have to work with the writers and directors here and assume these were all instances where the drivers were on drugs, or were fiddling with the radio, or were looking at the coffee they’d just dropped on their lap, or something like that. These things do happen in the real world.
In the area where I live, a teenager ran over a few bicyclists riding single file on a country road. She didn’t slow down, because she didn’t see them. She later said she was reaching into the back seat to get some music tapes at the time.

But these people are often hit and runs as well - they usually drive away without stopping.
