The Watcher’s Council must have something resembelling a skeleton key.

a skeleton key is a key to open a portal, hu? or isn’t? maybe that’s only in angel.. there’s been a while since i saw buffy s. 3

A Skeleton / Master key would let you open pretty much any lock anywhere.. this is what you mean I think…
