 Billy was the nephew of Congressman Nathan Blim, with powerful people supporting him. He had the ability to draw male’s misogynistic feelings out through his touch or his blood. Billy took great pleasure in watching women get hurt. He was locked away in a hell dimension until Angel freed him in a deal with Lilah. He caused Wesley and Gunn to nearly kill Fred and unsuccessfully attempted to control Angel.
