In Conversations with Dead People, Cassie tells Willow that Tara cannot be there herself because of Willow’s destructive behaviour following her death. The original script had Tara coming to her girlfriend but Amber Benson (who played Tara) didn’t want to appear. She felt her character was so loved by herself and Buffy fans that it would be a shame to spoil her by making her evil.
The original script for the episode shows what form the Willow/Tara scenes would have taken:

Tara: “I’m sorry to wake you.”
Willow: “Ha…”
Tara: “Ha - what?”
Willow: “Is that like a dream joke thing? You’re sorry to wake me, but I’m clearly not awake and if I was awake and you really were here, would you be sorry to wake me? I mean, after all this time and - oh God, I’m babbling. I’m dream babbling and it’s the best dream of my life and I’m wasting it and-”
Tara: “I just meant, I liked watching you sleep.”

      I think Amber Benson was right on the mark about this. I also think that there is no way the writers could have continued to show Willow in such a strong recovery mode if she had then seen Tara. It would have been too destructive to her character.

      To see such a beloved character (even if it was really The First) act like this, especially to the person that she loved (and to see Willow’s reaction to it) to it would have hurt so much. This is exactly why it would have been so great to see. The emotion attatched to it, while painful, would be real and right. I am sure that I would have broken down when the reveal came that it was The First, and that would have been something to experience. I can understand why some may not like to see that, but I would have loved it because of this.

      I’m glad Amber did not want to reprise her role in the form of the First. It would have been devasting so soon.. and a poor excuse to bring her back.

      I really wish that Amber Benson had elected to return. While it would have been incredibly painful to watch, it would have been a great moment of the series, much like the end of “Becoming Part 2″, only even more painful. Of course, I’d of loved to see Amber Benson show up in any fashion, as she was my favorite person on the show.

      The Episode Summary in the Book with the Chosen DVD Collection states that Willow sees Tara’s ghost. Which we all know sadly didn’t happen. I hope no one reads that and expects to find Tara in the episode as it would be a huge letdown. If only the episode with Buffy’s wish could have been made! Alas!

      I agree with TwoToGo-Grave completely, and wish that Amber Benson had trusted Joss Whedon enough to return. He must understand Tara’s character at least as well as she does, and also see the bigger picture of how it would play in the show as a whole.

      I’m glad that Tara didn’t appear in Conversations with Dead People because it would be scary to see her evil! Tara was a good person who loved Willow and she couldn’t be evil only to play the first. But it would be beautiful to see Willow and Tara together for the last time!

      I would have just loved to have seen Amber Benson return, even to play The First. I badly wish that it could have happened, and I have to agree emersoneells’s statement about wishing that that wish could have been made.
