In The Wish, Vamp Willow gets a weapon from a cupboard to torture Angel with, but the scars on his chest are all burns. She and Vamp Xander then use matches to torture him. Why did she need the weapon? |

We don’t see all of the torture scene, do we ?

If my memory is correct (and it could be wrong as it is late and I am tired!), the scene fades out with Angel screaming and we don’t see what Vamp Willow was doing, so she could have been using the weapon then or later.
When Buffy finds him chained later, he does seem to have some rather bad wounds on his chest when he says:
“Believe I want him dead”
