The obvious reason for this being that maybe Buffy just doesn’t know this. The goof is that Caine, being a werewolf hunter, should have known, but maybe he just didn’t want to bother to correct her.

This actually isn’t necessarily an error. Because, while a lunar month is 29 days, werewolves (in Buffy) will only be affected for three days in any calander month, unless there is a blue moon. Of course, “28 days out of a month” doesn’t take into consideration months with less than 31 days…

Or that werewolves are people during the day, so technically, they are people every-DAY.
Although I know that’s not what she meant, it still gets at the ethical concern, that werewolves are people *most* of the time
