I heard Joss say (I know for a fact I saw this but I can’t rememeber where, I think on one of those little interview thingys FX sometimes plays in commercials)that he built the entire character of Angel around the concept of a vampire with a soul. So, he knew Angel was a vamp from the get-go.

Yeah, I’m pretty sure Angel started out as a vampire with a soul. I think in the WttH/TH commentary, Joss talks about how they sometimes made the mistake of putting Angel in direct sunlight (in the mausoleum where he’s waiting for Buffy to find the entrance to the Master’s lair).
Also, he said he was deliberately trying to mislead people with the fact that Angel gave Buffy a cross, so, therefore, couldn’t be a vampire. Joss could then point out that Angel had given it to her in a box.
I think he also said he was afraid people would figure out Angel was a vampire before the big reveal. I’m less sure about this part.

I always had the feeling that the idea of a ‘good vampire’ was based on Blade. Joss being a huge comics fan only strengthens this feeling.

Whedon did say that he was a vampire from the start in that commentary that onlimain mentioned.
Also, I don’t know that he is based on Blade, as I recall reading in a TV Guide article from 1998 that Whedon had the characters of Spike, Drusilla, and Angel in his head for about ten years at that point. Of course, since I am not a comic book fan, I don’t know how long Blade has been in existence (it may be longer than that).

Blade is quite old, TTG/G…. Blade’s first appearance in Marvel Universe is from 1973.

The quote in welcome to the hellmouth:
Angel: Don’t worry,I don’t Bite.
Is something you can understand diffrently…
Mayby it’s a nod to that he’s a “good” vampire, or that he’s in fact not.
But I’m under the impression that Joss knew exactally what he was doing.

He also said in the commentary that he couldn’t believe that people didn’t figure it out sooner and that he thought it was quite obvious. Again, it’s been a while since I’ve watched that commentary so I will check to see if that’s right.
